BBB's rating for Western General is seriously wrong

Western General has an "A+" BBB rating. However, I see more than two dozen serious complaints about their customer service, rudeness, failure to honor their contract terms, etc., etc. with respect to their insurance for auto repairs.
I have two questions:
1. How can BBB give this company such high rating?
2. What steps, if any, does BBB do to research consumer complaints with Western General and get WG to change their unethical practices?
